The Mutual Recognition Principle in European Union. Would it be viable to Mercosur?

My thesis aims to analyze whether or not it would be feasible to apply the Mutual Recognition Principle in Mercosur, as implemented in the European Union. The idea came along after the observation that the absence of harmonization of laws within the South American block constrained the free movement of goods in that region. The possible application of the Mutual Recognition Principle seems to be an efficient alternative to such lack of legal integration.
